The (strategic/moral) problem with the western approach is that they see "hearts&minds" as just a PR-stunt, modular to the actual war. While for the Afghan resistance "hearts&minds" is the backbone of their strategy.
Look, America and the apartheid criminal entity it spawned in the middle east, are war junkies. The only way they can get their fix is to kill defenceless brown people. It's supporters, ya know, the North Atlantic Terrorist Organisation, should recognise the condition and deny them this fix in order to cure them. They've got to be cruel to be kind.
